plan for the development of research at the level of public policies to allow the creation of a high council of scientific and technical research which will have as its mission to organize and coordinate research from the different departments with research potentials (ministry of health, ministry of agriculture, ministry of higher education and research\u2026) and set up sovereignty funds\t\t\t\t\t<\/p>\n\t\t\t\t\n\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-abdf8b5
